Honestly, Tarkin need both Unique and Leader ability. He's suppose to be a charismatic enemy of rebels and quite a veteran (appears in SW : The Clone Wars and ever since he found a place in the Empire, as the Deathstar leader by overpassing Krennic.
So, unique like 50% chance to counter attack rebels + gain potency by X% for each debuffed ennemies.
Leader : empire allies gain 30 speed and any trooper in the team have 65% to assist Empire allies when using basic skill.
Basic : +15% damage per allies alive and 50% chance to remove 20% TM.
Special : increase critical damage, TMR chance goes to 75%.
2nd special : lower attack (+speed on rebels), have 50% chance to remove 20% TM (chance doubled against rebels) and their health decrease by 5% for each empire allies.
This chars is all about TMR and debuff, it's useless to gives him high damage otherwise than his basic and a critical option on his 1st special. He as to help the empire toon to debuff and have some synergy with them.
I like this idea. Perhaps not only Troopers but Empire characters. But having three abilities that remove TM is way too much. Just make it a 100% chance of removing turn meter in his Ultimate Firepower. I think 15% damage in his basic is good enough. The only way his basic can actually hit hard right now is if you have Vader as leader. Or instead of extra damage, his basic could inflict Defense down or Health down so the heavy hitters like Palpatine and TFP can do more damage.
