One of the reasons I thought of removing his lead ability was because of how near useless it is to anyone but scoundrels. Make him dangerous whenever he suffers debuffs, and also give him a chance to provide his team with some evasion bonuses. I also think his thermal detonator deserved a little more of a unique bonus other than turn meter. With tweaks to his chance to attacks again on critical hits, he'd be much more viable. He may not ever be meta, but this would at least make him interesting.
