How about this?
A 2 day cooldown on raids starts when a player logs in damage (even 0) in any phase of a raid.
This allows ordinary players to guild hop whenever they like, or drop out in the middle of a raid, as long as they do not contribute damage in any phase of a raid.
So after a player logs in damage (even 0) in a raid they are locked into that guild for 2 days? That's not a bad idea.
I applaud your search for a solution, but unfortunately there are still ample ways around your proposed idea. Example: In the guild I'm in, the top 25 players could EASILY clear heroic on their own. So they could make a guild of 25, each with 3 alt accounts. When it comes time for the raid, the main account of all 25 are the only accounts that attack. They would then rotate their other 3 accounts and log energy before leaving. According to your plan, this would still be legal because they would have logged 0 damage. This would still enable raids to occur every day. Perhaps this is called "reverse guild hopping." I still applaud your ideas though and hope this train of thought leads to further ideas...
