For the time being, the devs have expressly allowed the use of alt accounts in this way so it is not considered cheating in their eyes. I do agree with other posters however that reworking the raid reward system and/or doing away with raid only gear entirely would make this whole thing a non-issue and probably not worth the time to do.
That's contrary to the ToS of this game. Not sure why he said "what's wrong with that?"
