We face the same issue in my guild every time we get close to Tier Change with a couple players, but I don't have the heart too boot them. Just like you I feel it is not their fault and think how would I feel?.

How I deal with it is too explain too my guild why it is important to get their hits in asap and let them know why I don't have raid restrictions based on that very issue.
