GW Is absolutely ridiculous! Please explain to me how this is supposed to be "fun"...?

How is it possible to get level 11 gear? The final enemies in GW have gear level 11... I can't upgrade because auf missing pieces - not active in game right now.
Sorry ... This really is ridiculous.
