I'm assuming this is GW as the skills are already on Cooldown?
In that case, Han essentially starts every encounter with 100% TM, if another character ended the last GW node with 100% TM they will also start the next encounter with 100% TM alongside Han. Then its just RNG to which goes first. Same thing happens when theres an enemy Han Solo against your own Han Solo.
