I think they marked resources up so much in some stores compared to some other stores, because they want to maintain both of these at the same time: a) make it so that people can get hold of extra pieces when they are in a pinch (or when they just want to whale), b) without "flooding the market" to the point where people can just sweep them up routinely. It's the same model for weekly shipment.
