Help me out, trying to figure out how Zaul's entire team goes first after my team has 100% tm

It's all RNG.

If you reach 100% turn meter through speed, you actually keep the extra. It looks and sees who has the most and they go first.

If you reach 100% turn meter through tm gains you are at exactly 100% tm. People who tie go in a random order. It doesn't matter who reached 100%tm first, If all my droids are at 100% tm and I crit Biggs, he can go next even though he reached 100% later than my droids.
