If you reach 100% turn meter through tm gains you are at exactly 100% tm. People who tie go in a random order. It doesn't matter who reached 100%tm first, If all my droids are at 100% tm and I crit Biggs, he can go next even though he reached 100% later than my droids.
That hasn't been true for a while.
If tm gain is all from speed:
The first character to hit 100% tm goes first.
If 2 characters have the exact same speed it will be rng that decides who goes first.
If characters are 1 speed apart the higher speed character will go first.
If tm push is involved when 1 or more characters gets to 100% tm rng decides who goes first. If you action causes another character or opponent to get to 100% tm they get thrown in the rng pool for the next turn and can actually be picked to go next over you characters that was already there.
So what can happen with droids vs sith
When JE reaches 100% tm sith assasian is at 80%+ tm other sith are at 64%+ tm.
JE uses recalibrate to push all droids to 100% tm
Assuming 4 droids
1st droid attacks with AoE and sith assasian dodges and she gains 20% tm putting her at 100% tm
Now 3 droids and sith assasian are all at 100% tm
RNG picks sith assasian to go next.
Sith assasian uses her tm push giving her ally sith 36% tm pushing them all to 100% tm
Now you have your 3 droids and opponents 4 sith (assuming full sith team) at 100% tm
RNG then starts picking the sith to go next
This is very possible scenario of how opponents can jump tm.
