Balance > Lore most of the time, again.

In some cases it's balance, in others it's lore. Phoenix is strong as it is, the rest of the rebels are not that's why they get this new tag for better synergies so they can steam participate in Rebel events (Just like Phoenix) and still retain unique traits that works between them without interfering with other Rebels like Rogue One teams.

I really don't know how to answer this coz both Phoenix and RO are crap. And now there are gonna be new characters like Mon Mothma which gonna use Chirrut. And you are saying that Phoenix synergy matters.
Lore-wise, Hera can use that tag, balance wise... Rebel pathfinder got nerfed, so changing lines in code for hera won't take too much time if necessary(Ally -> Phoenix ally)

It does because Hera's leader plays with their Uniques being available to every Phoenix in the field, that's why you just clip their wings if you use any of them outside a Phoenix team. And yeah, RO might be crap in your opinion, that's why Mon Mothma is here and they are getting the Rebel Fighter tag, to make them NOT crap.
