Balance > Lore most of the time, again.

In some cases it's balance, in others it's lore. Phoenix is strong as it is, the rest of the rebels are not that's why they get this new tag for better synergies so they can still participate in Rebel events (Just like Phoenix) and still retain unique traits that works between them without interfering with other Rebels like Rogue One teams.
