How Cooldown increase will affect Ultimate Abilitys

How will Ultimate Abilitys would be affected if lets say DN increase the cooldowns of rey,would here ultimate ability go all thr way down to 0% or loose just 6% based that each turn a character takes ...

Ultimate charge stacks =/= cooldowns. There shouldn't be any interaction.
