Each character has its own speed pacing and internally it's represented with large numbers, not a 1-100 range integer like the percent representation leads you to believe.
So even though two chars are on 100%, the chances of both being the exact same value internally is (according to devs) close to zero. If a character naturally gains more than enough to get a turn, the excess bleeds into his next turn. But if he gets a TM buff, the excess beyond 100% is lost.
It is a coin flip, according to devs and all testing.
I know how speed works. The chances of two toons of different speeds tying for action at the same time is low, but not impossible. A 100 speed toon and a 200 speed toon will tie on the 200 speed toons second turn. Toons tie for action a lot when turn meter skills are used.
The extra turn meter from skills does not bleed over into the next turn, nor does extra natural speed. This is the way it used to work and resulted in toons grouping into tiers. When a toon gets to 100% turn meter, he gets a turn, there is no going over from natural speed.
