How is exposure/ being exposed supposed to work?

Had an odd situation yesterday when an opponent was exposed, i then attacked and they dodged (?) but the exposure stayed, then i got the full reduction from an exposed attack next try.

Surely if exposed you cant dodge? Seems dodge rules everything else.

Not important in the grand scheme of things, but curious.
