So, I stumbled across a guy on my arena shard that had every character in the game (yes, including Colonel Starck, Wampa, and Probe Droid) fully-modded at G11, with more than half of them at G12. Every character at 7* except for the new three (which are at 5*).I've just got to wonder...how much money has this person spent? :o

That's nothing there's a guy with ALL toons at G12 7* and almost 4M of GP

Depends when played from.
A lot of the extreme cost is playing catchup.
Many players have full rosters with all the farmable toons gathered organically.
Then it is circa $700 a toon to unlock and gear with just cash.

This made me think of another question...if you were entirely F2P, if you finished first in arena every day and first in every raid since they came out, do you think that you would have every character in the game at G12 by now?

I would think no, but damn that'd be a lot of rewards.

What's the point of maxing out useless toons like mob enforcer or gamorrean guard? That's a waste
