The whole thing goes in cycles. At start Lumi and Barriss were used a lot. We had everyone with OB for dodge meta for a while, QGJ used heavily for a long time. Toons evolve, game evolves.

As a faction Jedi probably have the most available for f2p. Some great toons there - Aayla, Asokha, JKA. Yes some crappy ones but you same can be said of other factions too. Stormtrooper for example. Loads of poor toons and Jedi have a good balance I think.
