How to view all guild members and allies

My guild only shows 17 members and we have only 13 pending requests, yet our member count is 40. 17 plus 13 is 30. Why can't we see the other 10. Same holds true for my allies. I have 35 allies but can only see a few, but when I want to invite allies to my guild I see more of them. Can any one explain this?
