Humbling Blow Severely Bugged?

Again, sample size of 20 matches since the patch.
And I read the patch note and specifically setup a killing blow first chance I got, in my first match, each of the two days after reading the note, wondering when the fix would kick in. Instead I got really lucky or I found a god mode bug.

Both times I tried the killing blow, it was on a buffed low tenacity toon. So I dunno, but I think in each instance there was a good chance for HB to normally land. No proc. But then I didn't have any HBs resisted after that for the rest of the day. I got off one or two Offense Up in every single match after that, without fail. On anyone.

I figured maybe a stealth buff. Or luck. I wouldn't have posted if I didn't finally do it on Yoda with Ten Up. My QGJ is only level 60-something, gear 8, BTW. I mean, I wouldn't have tried to do it on a toon with Foresight in an Arena match, if I didn't smell something funny!

I also haven't run QGJ in lead since the protection kicked in, in case that matters.

BTW, I murdered the Yoda team. That happened on the first turn, I think, and the dominoes fell right quick after that. I left Yoda for last. He managed to down my RG on his last attack, but for a moment it was just Yoda against my 5 toons. That was cool to see.

Since I figured this was happening to everyone else, it actually prompted me to experiment with putting Lumi back on my team. Previously, I figured she was just Humbling Blow bait. But at this point, I felt like HB is going to work on anyone!
