You can't have an unactivated character with level 35 or gear level 3 either so that's just hypothetical.

So if your character is 85 and above their standard deviation. The pack is completely useless minus materials that sounds like it would be cheaper independently.

Don't have to retain them if they give you $1,000 right away.

Also,

Allow players access to elder features (TW/TB/Raids/GAC/etc.)

With 5 star unlocks, You can’t really fully play Hoth TB, heroic raids (even outdated ones like pit and tank)

And I don’t think elder players complaining about lack of players to recruit will take them in either
