So I understand why it’s losing 13 speed and gaining 13 speed when I change my arrow mod is due to the set bonus for having 4 speed mods but the math seems off for 200+ speed as that’s + or - 20 for 10% if need be I have ss to show what I’m talking about

Speed set 10% bonus is 0.1 x character's base speed, rounded down.
179 base speed
set bonus = 17
180 base speed
set bonus = 18
187 base speed
set bonus = 18
Aaaaand I see others already explained it. Oh well. Late to the party.
Worth adding that the 10% always rounds down as well, so a character with base speed 130 will get +13 from a speed set, as will a character with base speed 139.
It's 10% of his base speed, not including speed from other mods or equipped gear pieces before the next gear level is reached.
Lando's base speed is 135, hence the +13. The rest of your speed is from mods.
