I have all 13 toons for GL Rey but tier 4 can’t be fought

Question

I got to tier 4 of galactic legends Rey and it says I have 4/5 toons.  What is going on?  I spent months leveling useless toons to do this event and now I can’t go past tier 3?  It says 13/13 to do the event why in the world would there be a secret 14th toon?  Let alone which one is it?

The secret 14th toon you refer to would be Rey. She needs to be g13 before tier4 unlocks.

You have to unlock Rey by completing all the attempts on the first three tiers.  Then you use her for worthless rewards on tiers 4 and 5 before completing tier 6 ten times to unlock her ultimate ability.
