No offense, but that is horrible logic.
Because something intended to keep you from regaining hit points now applies to bar b as well as bar b, something that is intended to block special actions should now block passive abilities?
No, just no.
At least protection has all the same mechanics and functions the same way as health other than how certain abilities interact with them both.
Passive abilities and chosen actions are as far from similar as you can get while still talking about abilities.
