The term "Scoundrel" was more or less synonymous with smuggler. Han/Chewie/Lando/Dash Rendar and a few others should be tagged as such.
There should also be a separatist tag that includes dooku, gunray, genosians, and a subset of droids...

as for the scoundrel/bounty hunter semantics, I think that it's OK from a gameplay perspective to have them as a single class of people who work on the wrong side of the law, for better or for worse. That makes the sinergies more useable. If both "smugglers" and "bounty hunters" become big enough to warrant them to be split in two groups, the whole lot of "scoundrel" synergies all would loose much value in this split.
I don't see a gameplay advantage of splitting scoundrels into its component sub-factions, leave it as is.
But add a scoundrel tag to IG-88.
