Is GAS offense not stacking in RotE a bug, or intended?

Question

I can’t find any modifiers that are stopping his offense from stacking for enemy buffs. But it absolutely isn’t stacking. For all the bonus protection buffs these enemies are getting, he should be hitting for a billion damage though. Has this already been addressed somewhere?
