A TOS is implemented to protect the company that implements it. Not the customers. Unless it effects the company in the form of lost revenues or an exploit, they will not do anything about it. Collusion is deemed as gameplay. No matter how much we complain, it falls on deaf ears, and a "get good" reply is inferred.
