Is the new Temple Guard Datacron bugged?

I’m in a similar boat. I got lucky with a 330 card pull and got the cron. Leveled it up to 3. Got what appeared to be a full cron through a “sorry for any inconvenience”. When I open it levels 1-3 are still unlocked. 12 appears to be unlocked, but 4-11 appear to be locked still. Very weird
