I had thought that, but it says, "which can't be evaded or resisted." Wouldn't that make potency a non-issue?
Against players and non event things yes but bosses in the event ignore that
And all characters in the Plunder and Pillage are deemed to be "bosses" in that event?

Not trying to be argumentative, but is there somewhere in the player/forum guidance that says that?
It seems odd to have something like that where Fear never applies in certain game aspects without some kind of notification.
