Just unlocked the shard shop. Am I understanding this correctly?

Lumi is 7* and I just got one extra shard. Converted it at the shop for 15 shard currency. So, you'll need to exchange 20 extra shards from a 7* character just to get TWO shards for another in the...

I've gotten maybe 10 or so Rey shards this way and 5* Vader.
