There are only two ways that GBA was connected to DSTB - he's required for Wat shards, and he was released when the TB was launched. It would be foolish to assume that ARC being like GBA only means he's released at launch. (Also, Capt Han and Starck were also released at launch and required for the shard special.)
They have *implied* he will be required. But they had two opportunities to *actually say* he was required and did not.
