He's supposed to reset cooldowns when directly kills his target. This will make him viable. Plus it mirrors scene when he killed jedi party

Yes, he has no direct synergy with sith (there are no abilities that states 'grant sith ally...'), because he's still not the emperor but Sith Lord in hiding. His synergy lies within debuffs and under SEE or Emperor Palpatine he'll boost them with bonus turns and sith debuffs. But ok, I'll update leadership for dark side allies, it makes sense. About basic, I probably didn't make proper description, because there supposed to state that there is different effect when he calls other ally, and when he calls himself.
With Force scream... I'm not sure if all abilities may apply. In case of Cassian, some characters can evade it, well, ok I'll phrase it differently
