Looks like the top 10 players in Kyber division 1 have bunch of Relic 0 toons again. Does that mean if we have bunch of R7 toons we have no chances?

I don't think anyone is arguing against division 1 being split.
Unfortunately even after a split, the top end of the top division GP range will be in the same boat precisely because you'll all have the same set of maxed out meta toons, at which point there is very little scope for finding advantage through roster management.
'Roster management' doesnt mean what it should, it needs fixing too, that's why i included the need for match-making changes.
The power a toon gets from jumping to gear 13 is the largest in the game, as far as GAC match-making goes, there is no incentive to relic beyond that. Over gearing, even the top toons in the game, is to your detriment.
Very sad.
