Kylo Ren Outrage ability - Poor accuracy?

Do individual abilities in this game have hidden accuracy ratings? My Kylo Ren's Outrage ability seems to hit only 67%-75% of the time. I cannot tell you the number of times I have lost a match because this ability missed so many times in a row. This last match I should have easily won, as I had a three vs two advantage, w/ Kylo, Clone Wars Chewbacca, and Jedi Consular vs Kylo and another person (can't remember who, but he was nobody that special or powerful). My Kylo then went on to miss THREE Outrages back-to-back, which obviously screwed me over and I lost. No evasion buffs were on the character I was facing and no accuracy debuffs were on Kylo. I just missed them straight up.

So what is the deal here? Outrage is literally the only attack I ever consistently miss with. I miss at least one a game, usually more than one if the match lasts longer. Missing out on that major damage and essentially wasting a turn has really screwed me in a lot of matches.
