You get 1-4 and I have seen 1 on multiple occasions. What I cannot recall offhand is getting more than 2. I am sure I have at some point but like everything else it's heavily weighted toward the low end of the range.
I would say more like 3, maybe 3.5 mats per 2 attempts so about 9 or 10 per week.

Excluding Zetas, which have additional constraints, ships take more omega mats than characters and this is especially true for multi-crew ships. And there are less sources for ship omegas than character omegas.

I haven't personally had an issue with reinforcement mats, despite being a prolific ship collector. I find reinforcement abilities to be more of a mixed bag and more optional than omegas, which are often necessary to bring damage output or survivability up to a competitive level.
