Last Tier of Yoda

For the life of me I cant seem to beat it. I have Luminara, JC, Mace, Asoka, and Plo Koon all geared at 8 level 64. Gearing and Staring a new toon is not an option and Gearing any more is not gonna ha...

Also is it true that leveling up makes Galactic War harder? This is why I have been holding off on leveling unless I absolutely need to.
