This would be true if QGJ's leader ability actually worked correctly in pvp. At the moment, it doesn't provide a speed bonus on the first round of attacks.
However you included Poe in your anti-Poe strategy so I have to agree with you there! ;)
I find that the speed leader does work in round 1 -just that it doesn't change the speed at the very initial start. If I have an Old Ben without Jinn as lead and someone else has Old Ben with Jinn leader, in round 1 his old Ben will go first 100% of the time and fill meter much faster after initial actions. It just doesn't give ben 108+21 = 129 speed to start, but the speed leaders work in round 1 for sure.

Notice Ben's meter in both, regardless on if QGJ is leader or not. He gets no benefit. It's broken.
Basically if you're putting QGJ in there for a first turn edge, you're wasting his spot. He doesn't provide one.

Here are some screenshots showing Asajj is currently broken too. I didn't bother testing Ackbar or Tarkin because I assume there's no difference there.
Not sure what this is supposed to show - it's not a good test scenario. Go fight a team with everyone slow and no meter control going on. Use Jinn as leader + Ben. Find a team without Jinn as leader but Ben is in the team. You will see Jinn leader + Ben the Ben boosted by Jinn will go first and gain meter at a faster rate everytime than the non-boosted Ben. 100%. I think your test scenario is overly complicated so that it doesn't tease out what is going on. Fight clone teams with and without speed leaders. You will see. Jinn's speed leader works as it should. Been seeing it since the game started.

Both times the turn meters are identical, as they should be, if no speed alteration is going on, which it wasn't.
QGJ's leader ability doesn't work on first actions. Not sure what else to say. It works fine in GW because any battles after the first aren't considered "first actions" since it's treated as a continuation.
This is a well documented, relatively well known thing.
Using opposing team as a point of reference proves nothing. You have no idea how geared and at what Speed the opposing team member is. Your own team is a pretty good point of reference, however... if Old Ben is taking a turn on round 9 in both examples, which he is, then clearly QGJ isn't working correctly.
How are two screenshots showing the exact same point in a fight against the exact same team (the point when you take your first action) an "over complicated" example? This is probably the simplest example I could possibly give.
All I can advise is to setup a clone battle like I noted above and document which Ben goes first everytime and gains meter faster everytime. As an owner of Ben fighting other Bens early on, some with Jinn leader and without, I've seen it many times in practice.
Now...by first action... maybe this is where we are just miscommunicating.
So, Jinn+Ben is 108+21 = 129 speed Ben. If another toon has higher speed on their card than 108, that toon will go first if it is the fastest toon at the start. So Ben's starting speed isn't 129, it's 108...then after first actions are taken, his meter will fill at the faster rate of 129 compared to another Ben not influenced by Jinn's speed leader ability. This means in round 1 the Ben getting a speed leader boost will go before a Ben not getting the speed leader boost. I've faced this matchup many times since hard launch coming up on 2 months ago now.
My counter to this setup before I had my Jinn built and Poe, etc. was to use Dooku to stun the other Ben in round 1 to set up my Old Ben for the mind tricks.
