With the difficulty of the Chewbacca event being so high, I'm curious about CG's philosophy of new legendary events moving forward. What is the philosophy behind the Chewbacca event? Why so difficult?...

We also need to take into consideration that getting toons to g8 currently is no where near as difficult as it was when the first legendary event was launched, so it stands to reason that the gear requirements overall keep increasing just to maintain the same level of relative difficulty.
