I'm thinking of players who were knowingly exploiting stuff here, and not hacking the game or modifying battles illegally
Even hackers are not perma-banned - at least not the first time they are sanctioned.
The one time I reported an opponent in GAC for cheating they were definately hacking the client. They got a 1 month ban only - then came back only to cheat again in their first GAC. I reported the player again. This time they were perma-banned.
Personally, I think there should be zero-tolerance for hackers. You are caught once, it should be game over
