With mods you can still spend to get them although you have to spend more than what you would have. It's the only way that people who spent to get them in the first place get to keep the advantage they payed for even though mods are pretty much useless now.
You're right, it's not a perfect analogy but the 'precraft 2.0' moniker has stuck because the general principle is largely the same: there was a window of time in which it was relatively easy to acquire components important to toon progression. After the window closed, they became significantly more difficult to acquire and a gap opened between those who capitalized and those who failed to capitalize.
And I'm sorry, but I vehemently disagree that mods are useless now. My experience has been that they have become vital to success in the squad arena and provide a noteworthy leg up in raids as well.
