I definitely understand the frustration. The RNG aspects of mods make it difficult to acquire just the right shape with just the right primary, but I do think that getting exactly what you need should still be a relatively rare occurrence that takes a bit of time, effort, and luck. In the meantime, being able to at least acquire more high rarity mods that are cheaper to level up should make a big difference, even if their stats are less than ideal at the moment. The endgame will be all about grinding for replacement mods.
