Lightspeed Bundle issues

I was under the impression the permanent Lightspeed bundles were supposed to be available while under 4m GP. I was going to buy the SLKR one, but it's disappeared.

I am currently around 3.9m, so I am close, but not exceeding the limit.

Am I missing something? I have tried EA Help but they do not seem understand the issue I am having.
