LST issue

Ive got a “any character” lst. But padawan sabine isnt eligible even though shes Gear 9. She was released in the legacy era along with Enoch, NT, and DTP who are eligible. Shes not a GL, journey guide unit, conquest unit,raid unit, or TB unit. So why cant I use the LST on her?

The any-faction LST from the holiday bonus calendar seems to have a bunch of strange exclusions.

You could just, you know, gear her up like most players did before LSTs existed.
