Tarkin actually gets turns very quickly if you run the TIE fighter and have his unique levelled up. If TIE unique is maxed and run under tarkin, then whenever he evades (a lot), tarkin gets 30% tm. I also use his foresight gaining special first so that a fast enemy ship (Ashoka) will try and dispel the foresight, but will instead give Tarkin nice TM, so my tarkin usually takes the first capital ship turn.
Honestly empire just needs more ships in the game to synergize with Tarkin, and then we can see if Mace is too strong in comparison.
