He's 3rd best or at the very least tied for second.
Who's 2nd? Luke Skywalker?
Luke is #1. Then it's Yoda then Mace.
Luke might be top 10 most powerful, but that'd be pushing it.
In legends Luke is number 1. But legends is no longer canon so now Yoda is #1
