The fundamental flaw is that there are people who don't have that team modded/geared who assume he's just not powerful when in fact they just haven't gotten his full potential yet. Obviously you can't argue that because they don't make it work Vader must be powerful enough—but you can say that Vader himself definitely isn't the issue. He's niche, as really anybody is, so if he were to get buffed it ought to be so that he controls better, as has already been suggested (100% ability block on rebels as well as Jedi, TM redox or small %heal on force crush, small unique for anti-Rebel synergy).
Others are just saying "well maybe I don't have him modded or geared as well as he could be, but shouldn't he be super powerful because he's iconic?????" to which I have to say: if he were as powerful as in the movies then he should indefinitely be THE most OP toon in the game.
The devs need to look at your last case. The endgame should've been Luke vs Vader. Somewhere along the line he will need a buff. Maybe not right now but soon.
