I think the should scrap his basic as it is and give him a new basic.
Force choke: daze enemy for two turns, applies tenacity down and a chance to deal between 3-5 dots. Hits wet noodle tier though.
Also give him a passive unique. Darth Vader deals 1 dot to each Jedi and rebel at the end of each of his turns. Zeta 2-3 dots.
