Depends on what team you're running him in. If you're running him w/ Zhasma lead and FO team, you can focus on crit damage and probably protection with speed, but he'll be giving himself a decent amount of speed from his unique I would think.
But if you're running him w/o FO synergies, you're gonna wanna buff his crit chance and probably protection and speed. I feel like health isn't as necessary as he's already got a decent health pool for an attacker, and with his Zeta you're gonna wanna go all in on Protection so you can get as much out of his protection recovery. After taking a few hits and being under full health Outrage will be able to deal some pretty high damage (I was hitting a g9 Kylo in GW for a while and when he attacked his outrage did ~38k crit and just KO'd my TFP. I obviously retreated and decided that was probably not the best plan of attack, but it was kinda funny to see it happen.) so with a high maximum protection you can probably max out his protection with a good Outrage hit and keep him alive to run the Outrage again.
