I'm sure they're timing it based on their expected maximum cash intake...but I assumed most of the whales already have these toons, and the dolphins aren't close enough to spend to make up the difference. So who are they targeting?

The whales, of course. They have already made their purchases. Now it's time for their prize.

There are likely other customers that have not finalized their KOTOR purchases; Revan is their incentive to do so.
