Those ship requirements are hilariously horrible too.

You need r8 characters, but 4* ships for a ship event?

No. Just no.

Not only does it show no sense of perspective or scale (no ship event has required relic pilots in the past, none, so r3 would be a huge step up in reqs and nothing more can be justified), it prioritizes characters over ships.

For a ship event of this magnitude, require 7* ships. It's not only that the toon requirements are too high (they are). It's that it's a ship event that doesn't care about ship quality.
