I would like some clarification about the requirements for Commander Luke. You say 7* characters, but do you mean 7* characters with GEAR 10 and super mods, or just 7*?
Because the 1st is doable (hard but doable, for me at least). The second is a credit/crystal nightmare.

To unlock Commander Skywalker, players will require the following Characters at seven stars:
Old Ben Kenobi
Princess Leia
Stormtrooper Han
Luke Skywalker (Farmboy)
R2-D2

It sounds to me that we just need them at 7 stars and maybe for the event you will supply us with ready made 85 maxed characters.
